After peeling off band-aid my skin becomes red, swollen, and "hard"?

I received a cut a few weeks ago when I got home I clean the area, applied neosporin and band-aid; the works. After a few days when I check the cut it had started to heal however after I peeled off my band-aid my skin, the part where the adhesive covered up was red, swollen, and hard. So my question is, is that normal? or is it an infection?
