Is the U.S. government really trying to help the people?

With all of this spending, I find it hard to believe that they're trying to help us, except help them help themselve to our money. It's obvious what they're doing, but nobody's is saying or actually doing anything about it, except democrats and republicans arguing and bickering amongst ourselves creating a smokescreen divide and conquer tactic while our government is laughing all the way to the bank.
