Who do I call about a rental house with black mold in it?

My girlfriend and I rented a house in Plymouth, MI for one year. Conservatively, for 10 of those months she was sick and even developed asthma! There was mold (black in color) seeping through the drywall in the bathroom and out of every crevice in the tub that we kept at bay with bleach. The house smelled awful from the beginning, but the landlord told us it was only because it was uninhabited for over a year and he recently acquired it. The smell never went away and her illnesses worsened throughout the year. We moved out at the end of the year lease and within 2 days (literally!) she was totally fine! In addition to her being ill, my two dogs, who were completely healthy prior to us living there, both became devastatingly sick. Both dogs were outside in the backyard 100% of the time and they both developed nerve issues and couldn't walk. They are two different species of dog. One is back up and running, the other, a 165 pound St. Bernard, can't move one of his back legs still! We have spent a lot of money so far to figure out what's wrong with him with little success. Oh, yes, I forgot to mention that the first time I mowed the back yard I spotted the tail of a garbage bag sticking out of the ground and pulled it up. The bag, buried roughly 2 inches down, contained the carc of a well-preserved, slimy, fully-haired puppy wrapped in a bed sheet! What killed this dog?!? Why was it buried so shallow? My dogs were digging/eating stuff in that yard!! The point of all of this is that I'd like to find out what's going on in that horror house/yard to prevent any future families with children (or anyone for that matter) from the same misfortunes. I mentioned it to the landlord briefly but was met with much dismay and defensive argument. He is a Lebonese immigrant who flies off the handle very easily and, because of his accent, is hard to understand. I would like to call a health department or something to go and yze the voodoo house and yard and determine if it is indeed toxic or we're just crazy and had a string of bad luck.
