My wife's ex husband has court ordered child support and manages to continue to quit?

My wife's ex husband has court ordered child support and manages to continue to quit jobs just as the dcse finds him to keep them from garnishing wages. He just got his driver's license reinstated 2 months ago and the dcse just put in another suspension letter to the dmv. He is employed as a truck driver and gets suspended from his job when these issues happen. At what point will the dcse be able to take control of the situation? He is currently $3600 in arrears.
