Can you ban certain religions that condone innocent killings?

If you're speaking about America or another free country, then the government could certainly ban the killings, but not the religion itself. In dictatorships, they ban all sorts of things including what people can think. In China, it is against the law to follow religion and go to church and pray and own a Bible. The government can basically control whatever it wants.
